Substitutions of two players at any game time were allowed. Obligatory match dates were introduced (two weeks between the legs) and fixed on Wednesdays.

31.08 at Bern the Extraordinary UEFA Commitee changed the results of first round draw (from 10.07) following the invasion of Warsaw Pact troops on Czechoslovakia.
